构建库时对"utf8_nextCharSafeBody_48"ICU4C 的未定义引用

我试图构建stmd库(http://getassoc.cs.nii.ac.jp/package/stmd-1.1.5.tar.gz)在Ubuntu 12.04.2 amd64上使用ICU库。我已经从Ubuntu存储库安装了libicu-dev（版本：48），并使用以下配置。

我试着在Ubuntu 10.04.4 LTS amd64上构建stmd库，它运行得很好。但遗憾的是，我的服务器硬件与旧的Ubuntu不兼容。请帮忙。
